Regla 14 · El penal

IFAB Laws of the Game (extract)
Tripping or attempting to trip an opponent is a direct free kick offence (Law 12) if done carelessly, recklessly or with excessive force; inside the box it is a penalty. The referee has to judge whether Belocian makes contact with Budimir and whether that contact is what causes the fall. As the referee gave a penalty on the field, VAR should only intervene if it considered it a clear and obvious error.
It was 0-0. Budimir scored the penalty in the 9th minute and Osambela made it 2-0 late on. Earlier, in the 3rd minute, VAR had ruled out a Dubasin (Osasuna) goal for offside. Racing captain Mantilla was booked for protesting the penalty.
