Regla 12 · Tocar el balón con la mano
“No todos los contactos del balón con la mano o el brazo constituyen infracción. Cometerá infracción el jugador que: toque el balón de manera voluntaria con la mano o el brazo, por ejemplo, haciendo un movimiento en dirección al balón con estas partes del cuerpo; toque el balón con la mano o el brazo cuando la mano o el brazo se posicionen de manera antinatural y consigan que el cuerpo ocupe más espacio.”

Law 12 does not punish every contact with the hand or arm: it is an offence if the touch is deliberate or if the arm is in an unnatural position that makes the body bigger. An accidental touch only rules out a goal if the scorer himself scores with the arm or immediately after the ball touches it, and here a team-mate scores. So the question is whether Cucho Hernández's control with his arm was an offence. The VAR protocol also allows an offence in the same attacking phase that ends in a goal to be reviewed: the other doubt is whether Koundé's clearance ended that phase and started a new move.
Barça had made it 1-2 in the 41st minute and Lo Celso's goal would have been 2-2 before half-time. Diego Llorente was booked for protesting the decision. Barça won the match.
